Actually… Ill bet on it that this pic was taken at a fertility festival in Japan. I had to look up the name of it…its called Hounen Penis Fertility Festival. Yes I agree, from my cultural background, that you don’t give a dick shaped ice-cream to a child. But, how can we assume so much unless having visited such a festival? She may not even be her mother, the guy in the back may be related, the expression may mean a zillion things, she may be her mother but a minority of whom would give an ice-cream to her daughter, plus the behaviour may not be interpreted as a western child would interpret and the child’s expression may just be a result of the sun in her eyes.
